Environmental License

Businesses Requiring an Environmental Permit
Businesses subject to an environmental permit are classified according to their environmental impacts in Annexes 1 and 2. Businesses on these lists must first obtain a Temporary Activity Certificate to operate. After receiving the certificate, they are required to apply for an environmental permit or license within one year.
Businesses Exempt from Environmental Permits
Businesses listed in Annexes 1 and 2 that do not have air emissions or wastewater discharges to the receiving environment should apply for an exemption from the environmental permit. Additionally, temporary businesses operating for less than a year may be excluded from the environmental permit requirements if they inform the authorities of their situation.
Authority to Grant Permits and Licenses
The competent authorities for applications for Temporary Activity Certificates, environmental permits, and licenses are as follows:
- Businesses in Annex 1: Ministry of Environment and Urbanization
- Businesses in Annex 2: Provincial Directorates of Environment and Urbanization
Applications from businesses with multiple facilities will be evaluated collectively for all facilities located at the same address.
Application Process
Applications for environmental permits or licenses are carried out by environmental consultancy firms or the facility's environmental managers. Applications must be submitted electronically, along with the necessary documents. During the application process, documents specified in Annexes 3A, 3B, and 3C are required.
Application for Temporary Activity Certificate
Applications for the Temporary Activity Certificate must be made with the information and documents specified in Annexes 3A and 3B. The competent authority evaluates the application within 30 calendar days. In case of deficiencies, the applicant is informed, and the missing information must be completed within 60 days.
Evaluation of Environmental Permit and License Applications
After obtaining the Temporary Activity Certificate, businesses must apply for an environmental permit or license within 180 calendar days. This application will be reviewed by the competent authority within 60 calendar days. If deficiencies are found, they must be resolved within 90 days.
